Gan HaEm is located at the Carmel Centre and comprised of a promenade, green lawns, children playing grounds and coffee shops.At the heart of the garden lies a natural theatre with an acoustic shell shaped structure at its centre. During the summer, Gan HaEm serves as an open space for live performances.

The park contains the Zoological Institute and Prehistoric Museum named after Shtaklis. The park is accessible for handicaps as well. Admission is free.

The park's name is a paid tribute to all mothers alike, and its construction coincided with the worldview of Mayor Abba Khushi, who sought to encourage values of social solidarity. During his time in office (1950s), annual package deals promoting "Mother's Day" were carried out. This custom was soon embedded in the entire country, which looked upon Haifa was as a role model.
